Texas Finance Code Chapter 160 (Digital Asset Service Providers) applies to custodial entities that hold customer digital assets and meet statutory thresholds.
Texas Finance Code Chapters 151 and 152 define money transmission as receiving money or monetary value for transmission.
ARMY{OG} XRPL Agent operates strictly as a non-custodial software interface and does not receive, hold, or transmit customer funds.
The Platform provides non-custodial DEX access, NFT marketplace tools, XRPL AMM interfaces, XRPL account creation, and reference to the ARMY IOU issued on XRPL.
Based on current interpretation of Texas Finance Code Chapters 151, 152, and 160, ARMY{OG} operates as Community with an decentraliced software interface and not as a money transmitter or digital asset custodian.
